«Limited account» in 99% cases means, that account holder did not finished registration process. If you have such problem with your account, you will have to do the following:
1) Log in your account at Liberty Reserve website (enter your account number and password, that you received after first part of registration).
2) Confirm, that your personal welcome message is correct. Just click «Continue» in this screen, if all is ok:

3) Enter your Login Pin, that you received after completing first part of registration (was shown in same page with your account password).

4) Now you have to enter your personal details. All fields, marked with asterisk (*) symbol are obligatory, you can skip all others if you need. Pay attention to your DOB (date of birth), if you will loose access to your account, you will be asked to confirm it among with other information.

Also you will have to choose purpose of using your LR account and your occupation. It is not so important what you will choose here, anyway you can use your account for any legal business. Press «Continue» when you are finished.
